The Project is financed by an IFAD loan and a grant from the Government of the Netherlands (GoN) alongside counterpart funding from the Government of Bangladesh (GoB)and contributions from NGOs and beneficiaries. The GoN grant funds: (i) the cost of a technical assistance (TA) team and support from NGOs; and (ii) a proportion of project expenditure on civil works alongside the IFAD loan. The IFAD loan in addition, funds other expenditure by implementing agencies such as vehicles, equipment, training etc.

The project is supervised by IFAD with active participation from the Embassy of the Kingdom of the Netherlands (EKN) in the annual supervision missions. IFAD and EKN, in conjunction with the Government of Bangladesh, will also field Mid-Term and Project Completion missions. EKN contributed its expertise in water resources and land reclamation, while IFAD’s country team for Bangladesh has considerable experience of infrastructure development, agriculture, rural livelihoods, poverty reduction, NGOs and M&E. The combination of IFAD and the Netherlands provides a larger overall budget for supervision – which is needed for a project of this size and scope. EKN chairs the donor Local Consultative Group for the water sector and contributes to coordinating the CDSP IV with other programmes in the water sector and with the wider ICZM programme.
